HAO Ireland Board of Trustees


Raymond Watson Chairperson

Raymond is currently the Assistant College Director at Open Training College – Dublin. Raymond has previously worked in services for people with disability in London and Dublin. 

He has been involved in HAO as a trainer since 2005, in Constanta, – delivering skills’ training to the staff teams in HAO. Since 2011, as a member of the Board, becoming the Chairperson in 2021. 

Raymond’s interests include online learning, person-centred planning and human rights. 


James Dillon — Founder

James is the founder of Health Action Overseas (formerly ‘Babies of Romania’).

He has played a key role in the setting up and establishment of HAO in Romania and has also been involved in setting up projects in Albania and China.

He is managing director of a multimedia company specialised in designing Online Training courses, for large corporates in Ireland and the UK. He has previously worked with UTV, Sky News and ITV on news and documentaries.


Brendan Collins

Brendan Collins has over forty years of experience of working in human and the not-for-profit sector in Ireland. He worked for over twenty years in Enable Ireland, a national organisation for people with physical disability, where he was directly involved in facilitating both children and adults in educational, social and vocational activities. During his final years with Enable Ireland he headed up the Community Inclusion programme based in adult services.

Brendan is currently Programme Director for Management Programmes in the Open Training College, a third level institute of learning which provides accredited training and consultancy services to the human services and not-for-profit sector. Brendan has also been involved in the design and delivery of training courses on the social model of disability to staff in Romania.

As well as being a trustee of Health Action Overseas, Brendan is also a member of the board of L’Arche Ireland.


Patrick Vaughan

Patrick Vaughan joined the board of FVB in 2008. Pat, now retired, was formerly a Financial Director of an Irish subsidiary of a multinational corporation.

Pat is a Fellow of the Chartered Association of Certified Accountants.


Moira Boland


Thomas Small

Tom has 14 years’ experience within investment banking with major US Banks. Currently Head of Network Management (Europe) for U.S Bank based in Dublin, Ireland. He is an active playing member in his local Rugby club and a keen golfer.

Tom joined the HAO Board in February 2023.
